China is the largest textile country in the world, and the total textile fiber processing volume accounts for more than 50% of the world. With the increasing per capita fiber consumption, China produces a large number of waste textiles every year. Recycling of waste textiles is of great significance for resource conservation, pollution reduction and carbon reduction. It is an important measure to effectively supplement the supply of raw materials for China's textile industry, alleviate resource and environmental constraints, and an important part of establishing a sound green low-carbon circular development economic system. These Implementation Opinions are formulated to further accelerate the recycling of waste textiles, build a resource recycling industrial system and a recycling system of waste materials, improve the efficiency of resource utilization, and promote the construction of ecological civilization.

1、 General requirements

（1） Guiding ideology. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 19th National Congress of the Communist Party of China and the plenary sessions of the 19th National Congress of the Communist Party of China, thoroughly implement Xi Jinping Thought on Ecological Civilization, base ourselves on the new stage of development, completely, accurately and comprehensively implement the new development concept, build a new development pattern, and strive to open up recycling, trade and circulation Blockages and pain points in key links such as fine sorting and comprehensive utilization, strengthen the whole chain management, improve the standard system, strengthen industry supervision, and promote the formation of a recycling system of waste textiles guided by the government, operated by the market, and widely participated by the whole society.

（2） Working principles.

——Government guidance and market operation. Give play to the guiding role of the government, improve policies and measures, and increase support. Further highlight the market orientation, stimulate the vitality of various market entities, and continuously improve the enthusiasm of the whole society to participate in the recycling of waste textiles.

——Systematic promotion and key breakthroughs. Accelerate the establishment and improvement of the recycling system of waste textiles, and make efforts in the whole chain. Focusing on waste clothing, take the lead in making breakthroughs and gradually promote the development and growth of waste textile recycling industry.

——Innovation leads and scale utilization. Give full play to the leading and supporting role of science and technology, promote the R&D and application of key technologies, accelerate the innovation of green recycling mode and utilization mode, and promote the large-scale and high-value recycling of waste textiles.

——Improve quality and efficiency, and standardize development. Promote the integration of small and bulk projects, improve the level of waste textile recycling technology and equipment, standardize recycling business activities, actively cultivate backbone enterprises, and promote industrial agglomeration and standardized development.

（3） Key objectives. By 2025, the recycling system of waste textiles will be initially established, and the recycling capacity will be greatly improved. The recycling rate of waste textiles will reach 25%, and the output of recycled fibers of waste textiles will reach 2 million tons. By 2030, a relatively complete recycling system of waste textiles will be established. Producers and consumers' awareness of recycling will be significantly improved, high-value utilization ways will continue to expand, and the level of industrial development will be significantly improved. The recycling rate of waste textiles will reach 30%, and the recycled fiber output of waste textiles will reach 3 million tons.

2、 Promote green and low-carbon production in textile industry

（4） Promote green textile design. Encourage textile enterprises to carry out green design and improve the ease of disassembly, classification and recycling of textiles. Formulate a textile material classification guide, encourage manufacturers to set visual labels or machine-readable radio frequency identification labels containing fabric material information on textiles according to the guide, and improve the efficiency and accuracy of waste textile sorting.

（5） The use of green fibers is encouraged. Encourage textile enterprises to give priority to the use of green fiber raw materials, and strengthen the construction of green product standards, certification and identification systems. Guide and support textile enterprises, especially brand enterprises, to use recycled fibers and products, increase the proportion of alternative use of recycled fibers, and promote the high value utilization of waste textiles. Promote the research, development, production and application of bio based fibers and products in an orderly manner, highlighting the advantages of natural degradation of bio based fibers.

（6） Strengthen the social responsibility of textile producers. Encourage enterprises to implement the social responsibility management system of Chinese textile and clothing enterprises (CSC9000T), and improve the level of resource utilization of fiber materials. Guide relevant institutions and enterprises to study and formulate the goals and roadmap for recycling of waste textiles, and actively promote the recycling of waste textiles. Support relevant institutions and enterprises to study the value accounting methods and evaluation indicators of waste textile resources, and gradually build a market mechanism supporting the ecological value of recycled textiles.

3、 Improve the recycling system of waste textiles

（7） Improve the recycling network. Promote the reasonable setting of special recycling bins or related facilities for waste textiles, break the barriers for recycling bins to enter communities, offices, shopping malls and schools, improve the coverage of recycling bins, and encourage and guide recycling enterprises to sink into the third and fourth tier cities and below. Combine with the rural reality, explore and promote the recycling of rural waste textiles. In combination with the construction of the recycling system of waste materials, the sorting center and the resource utilization and classification treatment center shall be reasonably arranged and constructed, and the waste textiles shall be carefully sorted and classified in time.

（8） Widen recycling channels. Actively develop Internet+recycling, and promote the integrated development of online and offline. Make full use of the domestic waste classification system to collect waste textiles. Explore new recycling models, such as door-to-door recycling in one bag, and entering campus in graduation season. Cultivate leading recycling enterprises, establish a key contact enterprise system, strengthen the investigation of waste textile recycling industry, and lead the industry to develop in a standardized manner. Encourage relevant industry associations and enterprises to build an information platform for waste textile recycling and resource utilization, integrate information such as the source and quantity of waste textiles, the destination and method of utilization, improve information transparency, and enhance the enthusiasm of the public to participate in the recycling of waste textiles.

（9） Strengthen recycling management. Standardize the recovery subject and recovery behavior, crack down on illegal recovery behavior and non-standard production and operation activities, and put an end to the phenomenon of bad money driving out good money. The illegal landfill and burning of waste textiles shall be dealt with according to law, and those suspected of crimes shall be transferred to the public security organ for investigation and punishment according to law. Guide industry associations to strengthen the statistical analysis of waste textile recycling data.

4、 Promote the comprehensive utilization of waste textiles

（10） Standardize reuse. Promote the trade of used clothes in an orderly manner in accordance with the principles of economy saving, green and low-carbon. Formulate and revise the standards and technical specifications for cleaning and disinfection of old clothes, and improve the requirements for sanitation and epidemic prevention and the management specifications for market transactions. We will strengthen the supervision of used clothing hygiene and epidemic prevention, standardize the trading market and platform, and combat fraud such as counterfeiting and shoddy goods. To guide the standardization of the export of used clothing, export enterprises should declare to the customs according to law, ensure that the cleaning and disinfection of used clothing meet the relevant requirements of the importing country (region), and establish a good international image. Enterprises and residents are encouraged to donate appropriate used clothes to needy people through charity organizations according to law.

（11） Promote the development of recycling industry. Expand the scale of recycling of waste textiles, strengthen the recycling of waste textiles in the textile industry, promote the application of recycled products of waste textiles in building materials, automotive interior and exterior decoration, agriculture, environmental governance and other fields, and encourage the standardized development of fuel utilization of waste textiles that cannot be recycled. Promote the high value development of waste textile recycling products, and support waste textile recycling enterprises to develop and produce high value-added products. Encourage enterprises to strengthen the connection with recycling enterprises, extend the industrial chain, carry out mergers and acquisitions, and cultivate leading enterprises with industrial chain leadership. We will strengthen industry supervision and regulation, and punish illegal business activities and environmental violations.

（12） Key breakthroughs in implementing standard clothing. Take the old military uniforms, police uniforms, school uniforms and other standard clothes as the breakthrough of the recycling of waste textiles, promote green design, use green fibers, select key areas and regions, increase support, organize capable enterprises to carry out the pilot of recycling of old and used standard clothes, optimize the technical path and marketization mechanism of centralized recycling, improve the uniform clothing department Recycling rate of uniforms and school uniforms.

5、 Strengthen support and guarantee

（13） Improve standards and specifications. We will improve the standards for recycling, disinfection, sorting and comprehensive utilization of waste textiles, and establish a sound standard system for recycling of waste textiles. Revise such standard and specification documents as Measures for the Quality Supervision and Management of Fiber Products, Code of Conduct for the Quality of Reprocessed Fiber, and General Technical Requirements for Flocculation Fiber Products. Promote the implementation of the Industrial Standard Conditions for Recycled Chemical Fiber (Polyester), increase the output of recycled polyester using waste textiles as raw materials, carry out the standard announcement work, and promote the high-quality development of the recycled polyester industry.

（14） Accelerate scientific and technological innovation. Bring the key technologies of waste textile recycling into the national key research and development plan, and rely on key enterprises to accelerate the breakthrough of a number of key technologies and equipment for waste textile fiber identification, efficient sorting, blending material separation and recycling. Encourage enterprises to carry out industry university research cooperation with colleges and universities, professional scientific research institutions, etc., and accelerate the development and industrial application of advanced and applicable technology and equipment.

（15） Strengthen policy support. We will implement preferential tax policies for the comprehensive utilization of resources and support the recycling of waste textiles. Under the premise of legal compliance and risk control, provide credit products and services for waste textile recycling enterprises, and support qualified waste textile recycling enterprises to issue green bonds. Increase the support for the recycling of waste textiles, and encourage qualified places to provide financial support for the recycling of waste textiles.

6、 Strengthen organization and implementation

（16） Strengthen overall planning and coordination. Local development and reform departments, together with industry and information technology, commerce, education, science and technology, public security, civil affairs, finance, natural resources, ecological environment, housing and urban and rural construction, agriculture and rural areas, health, customs, taxation, market supervision, government affairs management and other departments, should earnestly perform their duties and establish clear responsibilities, coordination and order A strong work coordination mechanism for supervision, strengthened policy linkage, and promoted the recycling of waste textiles in the region as a whole to ensure the effectiveness of work.

（17） Strengthen typical leadership. In combination with the construction of key cities for recycling system of waste materials, support large and medium-sized cities to take the lead in establishing recycling system of waste textiles, explore efficient recycling mode, promote industrial cluster development, and form scale benefits. Cultivate the backbone enterprises of waste textile recycling, support the construction of key supporting projects, and play a leading role. Prepare practice cases of typical cities and key enterprises, summarize and promote experience and practices in time, and promote high-quality development of waste textile recycling industry.

（18） Do a good job of publicity and guidance. Publicize the recycling of waste textiles in various forms and strengthen the publicity of high-quality recycled textiles. Party and government organs, schools, hospitals and other public institutions are encouraged to use recycled waste textiles. Carry out propaganda and practice activities such as recycling waste textiles into schools and communities. Include the recycling of waste textiles into the energy-saving and environmental protection publicity theme activities, and advocate a simple, moderate, green and low-carbon lifestyle. Carry out the joint initiative of well-known brands to use recycled fiber, encourage enterprises in the industry to carry out innovative design competition and other promotional activities, and create a good atmosphere for the whole society to participate in the recycling of waste textiles.
