Recently, the general office of the CPC Central Committee and the general office of the State Council issued the "opinions on Further Strengthening the protection of intangible cultural heritage", and issued a notice, requiring all departments in various regions to conscientiously implement it in combination with the actual situation.

Intangible cultural heritage is an important part of Chinese excellent traditional culture, a vivid witness of the continuous inheritance of Chinese civilization, and an important basis for connecting national feelings and maintaining national unity. It is of great significance to protect, inherit and make good use of intangible cultural heritage for the continuation of historical context, strengthening cultural confidence, promoting cultural exchanges and mutual learning, and building a socialist cultural power. The party and the government attach great importance to the protection of intangible cultural heritage, especially since the 18th National Congress of the Communist Party of China, under the strong leadership of the CPC Central Committee with Comrade Xi Jinping as the core, remarkable achievements have been made in China's intangible cultural heritage protection. In order to further strengthen the protection of intangible cultural heritage, the following opinions are put forward.

1、 General requirements

(1) guiding ideology. Guided by Xi Jinping's Thought on socialism with Chinese characteristics for a new era, we should thoroughly implement the spirit of the 19th National Congress of the CPC and the second, third, fourth and fifth plenary sessions of the 19th CPC Central Committee, adhere to the socialist core values as the guide, adhere to the creative transformation and innovative development, adhere to the Chinese cultural stand, inherit the Chinese cultural gene, and implement the "protection first, rescue first, rational utilization, and so on" We should carry out the project of Intangible Cultural Heritage Inheritance and development, effectively improve the level of systematic protection of intangible cultural heritage, and provide spiritual strength for the comprehensive construction of a socialist modern country.

Adhere to the party's leadership over the protection of intangible cultural heritage, and consolidate the working pattern of Party committee leadership, government responsibility, department coordination and social participation; We should adhere to the Marxist outlook on the motherland, nationality, culture and history, and strengthen the sense of community of the Chinese nation; Adhere to the people as the center, strive to solve the outstanding problems of common concern to the people, and constantly enhance the people's sense of participation, acquisition and identification; Adhere to the protection according to law and fully implement the legal responsibilities; We should adhere to the principle of integrity and innovation, respect the basic connotation of intangible cultural heritage and carry forward its contemporary value.

(3) main objectives

By 2025, the representative projects of intangible cultural heritage will be effectively protected, the working system is scientific and standardized, and the operation is effective. The people's sense of participation, acquisition and identification of intangible cultural heritage will be significantly enhanced, and the role of intangible cultural heritage in serving the contemporary and benefiting the people will be further brought into play.

By 2035, intangible cultural heritage will be fully and effectively protected, the vitality of inheritance will be significantly enhanced, the working system will be more perfect, the inheritance system will be more perfect, the protection concept will be further rooted in the hearts of the people, the international influence will be significantly enhanced, and the role of intangible cultural heritage in promoting sustainable economic and social development and serving the country's major strategies will be more prominent.

Second, improve the intangible cultural heritage protection and inheritance system

(5) improve the system of representative projects. Build a more scientific and reasonable classification system of representative projects. Improve the national, provincial, municipal and county representative project directory system. We should strengthen the evaluation of the existence of representative projects and establish a dynamic adjustment mechanism. Strengthen the responsibility of representative project protection units, and strengthen performance evaluation and dynamic management. Strengthen the protection of cultural space related to representative projects. Actively do a good job in the application and implementation of UNESCO intangible cultural heritage list projects.

(6) improve the system of representative inheritors. We will improve the national, provincial, municipal and county representative inheritors identification and management system, and prudently carry out the recommendation and identification work centering on inheritance. For the projects of collective inheritance and mass practice, explore and identify representative inheritance groups (groups). Strengthen the evaluation and dynamic management of representative inheritors, and improve the exit mechanism. We will implement the research and training program for inheritors of intangible cultural heritage in China to further improve their skills and abilities. We should strengthen the construction of inheritance echelon, promote the combination of traditional inheritance mode and modern education system, broaden the channels of talent cultivation, and constantly expand the inheritance team.

7. Improve the regional overall protection system. We will protect the intangible cultural heritage and the cultural and natural ecological environment that can be bred and developed as a whole, highlight regional and ethnic characteristics, continue to promote the construction of cultural and ecological protection areas, and implement the main responsibility of the relevant local governments. We will promote the effective connection between the construction of cultural and ecological reserves and the construction of national cultural parks, and improve the overall regional protection level. The intangible cultural heritage resources in the hometown of Chinese folk culture and art, Chinese traditional villages, China's beautiful leisure villages, national key rural tourism villages, famous historical and cultural cities, famous towns and villages, and national "one village, one product" demonstration village and town are explored to enhance the connotation of local culture and build characteristic villages, towns and blocks of intangible cultural heritage. We should strengthen the protection of intangible cultural heritage in the construction of new urbanization, and comprehensively promote the work of "intangible cultural heritage in communities".

(8) improve the heritage experience facilities system. On the existing basis, we should make overall plans for the construction and utilization of national intangible cultural heritage museums, encourage the construction of intangible cultural heritage museums in places where conditions permit, promote the reconstruction of national intangible cultural heritage representative projects, and build new inheritance and experience centers, including intangible cultural heritage museums and heritage experience centers (stations and sites), and integrate inheritance, experience, education, training, and training Tourism and other functions in one heritage experience facility system. Encourage social forces to set up heritage experience facilities. We should study and improve the management system of intangible cultural heritage centers, and establish the filing, evaluation and grading system of intangible cultural heritage museums.

(9) improve the theoretical research system. We should integrate resources as a whole, strengthen the professional research force of national intangible cultural heritage, and build a number of national intangible cultural heritage research bases. A multi-disciplinary research platform will be established around major national strategies and major issues involving intangible cultural heritage in major cultural projects. Strengthen the construction of Key Laboratory of intangible cultural heritage. We should improve the quality of academic journals of intangible cultural heritage and strengthen the publishing work related to intangible cultural heritage. The annual meeting and Academic Conference on the protection of China's intangible cultural heritage will be held regularly.

Third, improve the level of intangible cultural heritage protection and inheritance

10. Strengthen classified protection. This paper expounds and excavates the time value, social function and innovative expression mode of folk literature. We should improve the practice frequency and performance level of traditional music, traditional dance, traditional drama, quyi and acrobatics, deeply implement the plan for the revitalization of traditional opera and the inheritance and development of Quyi, increase the support for the creation of excellent scripts and quben, and enhance the vitality of intangible cultural heritage of performing arts. We will promote the integration of traditional sports and entertainment into the national fitness program. We will continue to implement the plan to revitalize traditional Chinese crafts, strengthen the protection and inheritance of excellent traditional handicrafts of all ethnic groups, and promote the extensive application of traditional arts, traditional techniques, Chinese medicine processing and other traditional crafts in modern life. The qualified traditional craft enterprises will be listed in the list of Chinese time honored brands, and the qualified representative inheritors of intangible cultural heritage of traditional medicine will be supported to obtain the doctor qualification according to law. Enrich the contents and forms of traditional festivals and folk activities, and deeply implement the revitalization project of Chinese traditional festivals.

(11) integrating into major national strategies. We should strengthen the protection and inheritance of intangible cultural heritage in the major national strategies, such as the coordinated development of Beijing, Tianjin and Hebei, the development of the Yangtze River economic belt, the construction of Guangdong, Hong Kong and Macao Bay area, the integrated development of the Yangtze River Delta, the ecological protection and high-quality development of the Yellow River Basin, and the promotion of Hainan's comprehensive deepening of reform and opening up. We should strengthen the inheritance and utilization of rich and diverse intangible cultural heritage resources in the Yellow River Basin. In the construction of xiong'an New District, Beijing Urban sub center and National Cultural Park, we should strengthen the protection and inheritance of intangible cultural heritage, vividly present the unique creation, value concept and distinctive characteristics of Chinese culture, and realize sustainable development. In the implementation of the Rural Revitalization Strategy and the construction of new urbanization, we should play the role of intangible cultural heritage in serving the grassroots social governance, combine the protection of intangible cultural heritage with the construction of beautiful countryside, agricultural culture and urban construction, protect the cultural tradition and keep the cultural roots.

12. Promoting rational utilization. On the premise of effective protection, we should promote the integrated development and high-quality development of intangible cultural heritage and tourism. We will further tap the consumption potential of rural tourism, support the use of intangible cultural heritage resources to develop rural tourism and other forms of business. We will use culture to shape tourism and promote culture through tourism. We will launch a number of theme tourism routes, research tourism products and performing arts works with distinctive characteristics of intangible cultural heritage. We will support the organic integration of intangible cultural heritage into scenic spots and resorts, and build characteristic scenic spots of intangible cultural heritage. Encourage the rational use of intangible cultural heritage resources for literary and artistic creation and design, and improve the quality and cultural connotation. Use the Internet platform to expand the promotion and sales channels of related products. Encourage enterprises related to intangible cultural heritage to expand the international market and support the export of their products and services.

(13) strengthen the protection and inheritance of intangible cultural heritage in old revolutionary base areas, ethnic areas, border areas and poverty relief areas. We will establish a mechanism for cooperation in the protection of intangible cultural heritage in the eastern, central and western regions, and encourage the eastern regions to strengthen their cooperation and assistance to the central and western regions. We should strengthen the protection of intangible cultural heritage in old revolutionary base areas and encourage inheritors to create works with the theme of red culture. We should adhere to the principle of building a strong sense of the community of the Chinese nation, promote the protection and inheritance of intangible cultural heritage of all ethnic groups, and establish and highlight the Chinese cultural symbols and image shared by all ethnic groups. To carry out the investigation of intangible cultural heritage resources in border areas. We will promote joint protection actions with neighboring countries. We should increase professional support for intangible cultural heritage protection in poverty-stricken areas, further promote intangible cultural heritage, help rural revitalization, encourage the construction of intangible cultural heritage employment workshops, and promote the employment and income of local poverty-stricken population.

Fourth, strengthen the dissemination and popularization of intangible cultural heritage

(15) integrating into the national education system. The contents of intangible cultural heritage should be run through national education, the curriculum system and teaching material system of intangible cultural heritage should be constructed, and the general education books of intangible cultural heritage should be published. In primary and secondary schools, we should set up characteristic courses of intangible cultural heritage, and encourage the construction of national intangible cultural heritage representative project characteristic primary and secondary school inheritance base. We should strengthen the discipline system and specialty construction of intangible cultural heritage in Colleges and universities, and support universities with conditions to independently add master's and doctoral programs. In vocational schools, we should set up relevant majors and courses of intangible cultural heritage protection. We should strengthen the training of intangible cultural heritage teachers, and support representative inheritors to participate in school teaching, teaching and scientific research. We should guide social forces to participate in the education and training of intangible cultural heritage, and extensively carry out social practice and research activities. Build a number of National Intangible Cultural Heritage Inheritance education practice base. Encourage intangible cultural heritage to enter the campus.

16. Strengthen exchanges and cooperation with foreign countries and with Hong Kong, Macao and Taiwan. In cooperation with important activities, festivals and conferences, the exchange and dissemination activities of intangible cultural heritage abroad and to Hong Kong, Macao and Taiwan are held. We should strengthen cooperation with UNESCO and other international organizations in the field of intangible cultural heritage, expand multilateral and bilateral cooperation channels between governments, strengthen and jointly build intangible cultural heritage exchanges in countries and regions along the belt and road, enhance China's voice in the field of international intangible cultural heritage, and safeguard national sovereignty and cultural security. We will strengthen the construction of international cultural experts and exchanges and cooperation between Chinese and foreign think tanks, and enhance international academic influence. All embassies and consulates abroad, overseas Chinese cultural centers, overseas tourism offices, Chinese funded enterprises, overseas Chinese nationals and overseas students studying abroad are encouraged to actively promote the promotion of China's intangible cultural heritage. It has launched excellent works such as film and television plays, documentaries, propaganda films, stage plays, short videos and so on, which mainly focus on the dissemination of China's intangible cultural heritage. Through cultural exchange activities between China and foreign countries, we will exchange advanced experience in the protection of intangible cultural heritage and publicize China's intangible cultural heritage and excellent traditional Chinese culture to the international community. Actively promote exchanges and cooperation between the mainland and Hong Kong, Macao, the mainland and Taiwan, and give full play to the unique role of intangible cultural heritage in promoting cultural identity and maintaining national unity.

5、 Safeguard measures

Strengthening organizational leadership. Party committees and governments at all levels should further enhance their understanding of the importance of intangible cultural heritage protection, and incorporate the protection of intangible cultural heritage into relevant economic and social development plans and assessment and evaluation systems. We will improve the joint conference system for the protection of intangible cultural heritage. We should guide social forces to participate in the protection of intangible cultural heritage, give full play to the role of industry organizations, encourage enterprises and institutions to make legitimate and rational use of intangible cultural heritage resources, and form a system and social environment conducive to the protection and inheritance of intangible cultural heritage.

(18) improve policies and regulations. We will study and revise the intangible cultural heritage law of the people's Republic of China, improve relevant local laws and regulations, further improve the laws and regulations of intangible cultural heritage, and establish the system of intangible cultural heritage acquisition and benefit sharing. We should strengthen the supervision and inspection of the implementation of laws and regulations, and establish an inspection mechanism for law enforcement of intangible cultural heritage. Comprehensive use of copyright, trademark rights, patent rights, geographical indications and other means to strengthen the protection of intellectual property rights of intangible cultural heritage. We should strengthen the legal education of intangible cultural heritage.

Governments at and above the county level should include the funds for the protection of intangible cultural heritage in the budget at the corresponding level according to law, so as to improve the efficiency of the use of funds. Policy measures such as targeted subsidy and loan interest discount are adopted to support the infrastructure construction of intangible cultural heritage. We will support enterprises related to intangible cultural heritage to enjoy preferential tax policies. We should encourage and guide financial institutions to continue to strengthen financial services for intangible cultural heritage. We should support and guide citizens, legal persons and other organizations to participate in the protection and inheritance of intangible cultural heritage in the form of donation, subsidy and the establishment of foundations according to law.

(20) strengthening the construction of institutional teams. Party committees and governments at all levels should clarify the functional departments for the management of intangible cultural heritage according to law, make overall use of the compilation resources, and make the protection of intangible cultural heritage adapt to its responsibilities and tasks. We will implement the national intangible cultural heritage talent team capacity improvement project. The protection of intangible cultural heritage will be included in the education and training of relevant cadres. We will improve the evaluation system for professional titles of intangible cultural heritage protection. We will promote the construction of think tanks for intangible cultural heritage and give further play to the role of expert consultation. Organizations and individuals that have made significant contributions to the protection and inheritance of intangible cultural heritage shall be commended and awarded in accordance with the relevant provisions of the state.
