Looking forward to the future, the 20th National Congress of the Communist Party of China has opened a new chapter of Chinese style modernization, which has provided fundamental guidance for the future development of China's textile industry; The Central Economic Work Conference, which concluded not long ago, also sent a positive signal that economic operation is expected to pick up in 2023.

   At the end of the year and the beginning of the year, this magazine specially opened the column "Review 2022 and forge ahead 2023", inviting relevant leaders and experts to review the development of 2022, analyze the industry situation, and look forward to the opportunities and challenges in 2023.

   In 2022, an extraordinary year, the development of the printing and dyeing industry has withstood the pressure of many objective factors, but has also demonstrated its vitality and resilience for the future. The export of products has grown against the trend, transformation and upgrading have continued to advance, excellent enterprises have set an example, and the entire industry has anchored the development goals of digitalization, quality and greening, To contribute printing and dyeing force to building a socialist modern country. During this period, the China Printing and Dyeing Industry Association has also made unremitting efforts, carried out a lot of pragmatic, innovative and forward-looking work, and played an important role. At the end of the year and the beginning of the year, Textile and Garment Weekly interviewed Chen Zhihua, President of China Printing and Dyeing Industry Association.    TAweekly: Could you introduce the overall development of the printing and dyeing industry in 2022?

   Chen Zhihua: 2022 is an extraordinary year. The conflict between Russia and Ukraine continued to evolve, causing high shocks in the prices of energy, basic raw materials and other bulk commodities, highlighting the pressure on production costs of printing and dyeing enterprises; Under the pressure of high inflation, major economies such as Europe and the United States accelerated to tighten monetary policies, and the downward pressure on the world economy increased; The frequent occurrence of the COVID-19 epidemic has impacted the normal production and operation of the industry, but also significantly curbed the terminal consumption of textiles and clothing. Insufficient demand has led to the overall low capacity utilization rate of printing and dyeing enterprises. Due to the interweaving and overlapping of various unexpected factors, the industry is facing significantly increased development pressure.

   From January to November 2022, 1715 enterprises above designated size in the printing and dyeing industry will produce 50.435 billion meters of printed and dyed fabrics, a year-on-year decrease of 7.05%; The operating revenue was 282.540 billion yuan, up 5.97% year on year; The total profit was 11.298 billion yuan, down 9.66% year on year; The sales profit margin was 4.00%, down 0.69 percentage points year on year; The industry suffered a loss of 32.30%, an increase of 7.85 percentage points year on year, and the total loss of loss making enterprises increased by 77.39% year on year.

   From the above data, it can be seen that the economic operation of the printing and dyeing industry will be under obvious pressure in 2022, especially in terms of operating efficiency, some enterprises will suffer from large losses. However, in the face of difficulties, the industry has maintained its strategic determination. The industry enterprises actively expand diversified international markets, promote the rapid growth of the industry's foreign trade exports, and demonstrate the industry's development resilience and vitality.

   TAweekly: In your opinion, what highlights are worth mentioning in the development of printing and dyeing industry in 2022?

   Chen Zhihua: The development pressure faced by the printing and dyeing industry in 2022 objectively exists, but there are also some development highlights.

   First, exports of major products grew against the trend. From January to November 2022, the export volume of eight categories of printing and dyeing products reached 27.337 billion meters, with a year-on-year growth of 7.83%; The export value was 28.932 billion US dollars, up 13.09% year on year; The average export unit price was 1.06 US dollars/meter, up 4.88% year on year. Driven by the increasing demand in the international market and the rising prices of finished products driven by raw materials, the export amount reached a new historical high in the same period.

   Second, the transformation and upgrading of the industry continued. In the face of complex and severe domestic and international situations, printing and dyeing enterprises have carried out effective thinking and practice in lean management, green transformation, intelligent upgrading and other aspects, further enhancing the endogenous power of industry development. In 2022, the Association successfully held the annual management meeting, the annual environmental protection meeting and other industry conferences. Enterprise representatives and college experts carried out in-depth exchanges and achievements sharing from management innovation, technology research and development, equipment upgrading, informatization transformation and other aspects around the themes of the conferences. The trend of industry enterprises to open new bureaus in the face of changes and seek development in the face of difficulties continues to show.

   Third, the demonstration and leading role of excellent enterprises continued to increase. In 2022, 21 printing and dyeing enterprises will be included in the "List of Enterprises in the Standard Conditions of Printing and Dyeing Industry (2017 Edition)" (the fifth batch) of the Ministry of Industry and Information Technology, 5 printing and dyeing enterprises will be shortlisted in the "Water Efficiency Leader" list of the Ministry of Industry and Information Technology, and 2 printing and dyeing enterprises will be included in the "Excellent Scenarios of Intelligent Manufacturing in 2022" list jointly issued by the Ministry of Industry and Information Technology, the National Development and Reform Commission and other four departments. In the announced 2022 Science and Technology Award of China Textile Industry Federation, 4 technologies in the printing and dyeing field won the first prize of scientific and technological progress, and 8 technologies won the second prize of scientific and technological progress. The demonstration and driving role of advanced typical enterprises in the industry was further strengthened.

   TAweekly: What key work did the printing and dyeing industry association do in 2002? How do you think this has played a role in the development of the industry?

   Chen Zhihua: In 2022, in the face of the complex situation of century long changes and century epidemic, the industry service work of the Association has withstood a major test, carried out a lot of pragmatic, innovative and forward-looking work, and played an important role in helping the industry, promoting the steady development of the industry, leading the transformation and upgrading of the industry.

   First, carry out industry research, reflect the demands of enterprises, and take multiple measures to solve problems for enterprises. In 2022, the Association carried out a number of special research, in-depth understanding of the development of enterprises, timely and accurately reflect the demands of enterprises, in order to seek more policy support for the industry; Publicize and implement the central government's package of policies and measures to stabilize the economy, help the implementation of policies and strategies, and promote printing and dyeing enterprises to know everything and enjoy everything.

   The second is to build an industry exchange and cooperation platform to boost the transformation and upgrading of the industry. In 2022, the Association overcame the adverse effects of the epidemic, successfully held brand conferences such as the annual management conference, the annual environmental protection conference, the four new conferences and the digital summit, expanded the communication and cooperation channels of industry enterprises and scientific research institutes, promoted the transformation of the industry to green, intelligent and high-end, and injected new momentum into the high-quality development of the industry.

   Third, deepen industrial research and grasp the development trend of the industry. In 2022, the Association will continue to do a good job in analyzing the economic operation of the industry, providing basis and reference for relevant government departments to formulate industrial policies and for industry enterprises and relevant industries to understand the current economic development of the industry; Research and prepare the Green Development Report of China's Printing and Dyeing Industry, guide enterprises to form green development consensus, and promote the green and low-carbon transformation of the industry; We carried out research on industry carbon emissions, digital inkjet printing development, printing and dyeing fabric development and trend, and composite functional fabric development, and formed a batch of strategic, forward-looking and effective research results, which strongly supported government decision-making, industry services and enterprise development.

   Fourth, strengthen the work of industry standards and guide the standardized development of the industry. In 2022, the work of printing and dyeing industry standards will continue to deepen, 6 industry standards will be prepared and revised, and 11 new industry standards will be established; Initiated the work of association standards, established the association standards technical committee, studied and prepared the framework of association standards system, and completed the project establishment of four group standards.

   The fifth is to set an industry benchmark and play a leading role. In 2022, the Association will continue to promote the standardized announcement management of printing and dyeing enterprises, carry out the collection and release of the top 30 printing and dyeing enterprises, carry out the review, release and display of "excellent fabrics in China's printing and dyeing industry", and cultivate the "product R&D and production base of China's printing and dyeing industry association". By setting up industry benchmarks, we will guide more enterprises to move closer to competitive enterprises and stimulate the development vitality of the industry.

   TAweekly: What opportunities do you think the printing and dyeing industry will face in combination with the 20th National Congress of the Communist Party of China and the macroeconomic situation in 2003? How should enterprises seize these opportunities?

   Chen Zhihua: The Twentieth National Congress of the Communist Party of China has described the grand blueprint of building a socialist modern country in an all-round way, and also provided an action guide for the development of the printing and dyeing industry. The report of the Twentieth National Congress of the Communist Party of China proposed that we should "accelerate the construction of a new development pattern and strive to promote high-quality development", "improve people's well-being and quality of life", and "promote green development and harmonious coexistence between man and nature". Implementing these development requirements is the only way for the printing and dyeing industry to move towards high-quality development. In the new era, the industry will face new development opportunities in digital and intelligent upgrading, quality and high-end upgrading, low-carbon and green transformation, etc.

   First, industrial enterprises should follow the development trend of the digital economy era, accelerate the promotion and application of automated, digital and intelligent production equipment, actively explore the application of cloud computing, artificial intelligence, big data, Internet of Things, 5G, blockchain and other new generation information technologies in the production process, focus on improving total factor productivity, and accelerate the construction of a modern industrial system.

   Second, industry enterprises should be guided by market demand, continue to deepen the supply side structural reform, accelerate the development of functional, fashionable, ecological and intelligent new high-performance printing and dyeing products, constantly meet the people's growing needs for a better life, enhance the internal power and reliability of the domestic cycle, and improve the quality and level of the international cycle, Promote the upgrading of industrial value chain.

   Third, industrial enterprises should adhere to the concept of green development, practice the responsibility oriented green industry orientation, strengthen pollution prevention, increase the research and application of energy-saving and emission reduction processes, technologies and equipment, promote the recycling technology of heat, water resources, dyes and chemicals in waste water and waste gas, research and develop low-cost advanced treatment and recycling technology of printing and dyeing wastewater, and improve the efficiency of resource utilization, Accelerate the green transformation of the development mode.

   TAweekly: Please look forward to the development of printing and dyeing industry in 2023. What are your expectations for 2023?

   Chen Zhihua: At present, China is still facing a grim macroeconomic situation, but we can still see a favorable prospect: China's economy is strong in resilience, great in potential and full of vitality. The national level has timely adjusted relevant policies for epidemic prevention and control, and pressed the "fast forward key" of economic recovery. It can be predicted that the development quality and efficiency of the printing and dyeing industry is expected to achieve a stable recovery in 2023, However, the pressure on export growth to fall back will increase.

   On the one hand, a strong domestic consumption market will provide strong support for the stable recovery of the printing and dyeing industry. In the new stage, the epidemic prevention and control policy has been optimized, the consumption scene of residents has been effectively improved, and people's consumption enthusiasm is returning. The Central Economic Work Conference clearly proposed that in 2023, we should focus on expanding domestic demand and give priority to restoring and expanding consumption. The policy of stabilizing growth at the national level and promoting consumption continues to work, which is expected to comprehensively boost market confidence and stimulate the vitality of the industry market. In the context of consumption upgrading, enterprises still have a lot to do.

   On the other hand, from a global perspective, the global economy is likely to slow significantly in 2023, external demand will further weaken, and the pressure on industry exports will increase. The World Bank lowered its global economic forecast for 2023 to 1.7% from 3.0% in June last year, and warned of the risk of recession. At the same time, the inflationary pressure in economies such as the United States and Europe remains high, and the tight monetary policy will still be implemented in 2023, which will largely restrict the growth of demand in the international market, and industry exports will be under pressure.

   In general, opportunities and challenges coexist, but opportunities outweigh challenges. The industry has a foundation and is capable of achieving stable recovery. What industry enterprises need to do is not forget their original intention, firm confidence, maintain patience, focus on the main business, explore and innovate, and contribute to the industry to promote Chinese style modernization.
