Industry is one of the most important water consumption departments in China. In 2021, the industrial water consumption is 104.96 billion cubic meters, accounting for 17.7% of the total water consumption in China. On June 21, the Ministry of industry and information technology, the Ministry of water resources, the national development and Reform Commission, the Ministry of finance, the Ministry of housing and urban rural development and the General Administration of market supervision jointly issued the industrial water efficiency improvement action plan (hereinafter referred to as the action plan), proposing that the national water consumption of 10000 yuan industrial added value by 2025 will be 16% lower than that in 2020. The water efficiency of key water using industries was further improved, and the unit water intake of main products in textile industry decreased by 15%.

According to the Ministry of industry and information technology, since the 13th five year plan, the efficiency of industrial water use has been significantly improved. The water consumption per 10000 yuan of industrial added value has decreased from 58.3 cubic meters in 2015 to 28.2 cubic meters in 2021, and the reuse rate of industrial water above designated scale has increased from 89% to 92.9%. However, water saving and efficiency improvement in the industrial sector still faces problems such as mismatch between industrial structure layout and water resources conditions, low water reuse rate in some industries, insufficient utilization of unconventional water, and shortcomings in key technologies and equipment. The promulgation of the action plan is of great significance to guide enterprises to reduce the amount of new water intake and wastewater discharge, improve the level of intensive and economical utilization of water resources, effectively alleviate the contradiction between supply and demand of water resources, reduce water pollution, ensure water ecological security, and promote the comprehensive green transformation of economy and society.

According to the action plan, by 2025, the water consumption of ten thousand yuan industrial added value will be reduced by 16% compared with that in 2020. The water efficiency of key water consumption industries has been further improved. The water intake per ton of steel in the iron and steel industry and the water intake per unit of the main products in the paper industry decreased by 10%, that of the main products in the petrochemical and chemical industry decreased by 5%, and that of the main products in the textile, food and non-ferrous metal industries decreased by 15%. The level of industrial wastewater recycling will be further improved, and the reuse rate of industrial water above the national scale will reach about 94%. The industrial water-saving policies and mechanisms have been improved, the water-saving awareness of enterprises has been generally enhanced, and the water-saving production mode has been basically established, and a modern pattern of coordinated development between industrial water use and development scale, industrial structure and spatial layout has been preliminarily formed.

Six specific tasks are proposed in 12 aspects. It is necessary to strengthen the research and transformation of key core technologies, and support industry associations, scientific research institutes and universities to carry out industrial water-saving basic research and applied technology innovation research. Focusing on the technical difficulties and equipment weaknesses of water-saving industry, we should strengthen collaborative research, and strive to break through key common water-saving technologies such as treatment and recycling of high concentration organic wastewater and high salt wastewater, high-performance membrane materials, efficient catalysts, green agents, intelligent monitoring and optimal control. The key key technologies of textile industry are: on-line addition and impregnation dyeing of dyeing liquor, efficient treatment and reuse of printing and dyeing wastewater, nearly zero discharge of water jet loom wastewater, etc.

In terms of promoting water efficiency improvement and transformation of key industries, industrial enterprises, parks and cluster areas are encouraged to actively carry out or entrust third-party service agencies to carry out water-saving assessment of production process and equipment, deeply tap water-saving potential, implement industrial water efficiency improvement and transformation, and promote integration and optimization of water use system, so as to realize series water use, separate water use, multiple use of one water and cascade utilization. The key directions of water efficiency improvement and upgrading in textile industry are as follows: continuous dyeing with less water for polyester fabric, intermittent dyeing with low bath ratio, continuous open width dyeing of knitted fabric, digital ink jet printing, reuse of process water quality, separate treatment of printing and dyeing wastewater and integrated application of technology, efficient treatment and reuse of water jet loom wastewater, etc.

In promoting the recycling of industrial wastewater, we will focus on key industries such as steel, petrochemical, chemical, textile, papermaking, food and nonferrous metals with large wastewater discharge, relatively mature transformation conditions, and obvious demonstration and driving effect, and give priority to leading enterprises in water efficiency, green factories, green industrial parks and new industrialization demonstration bases, We will steadily promote the transformation and upgrading of wastewater recycling, create a number of wastewater recycling demonstration enterprises and parks, and improve the water reuse rate.

The action plan also proposes to strengthen the industrial water efficiency demonstration. Focus on enterprises, parks and other water-saving bodies, set up models, promote all regions to create water-saving enterprises and parks based on water-saving evaluation standards, select water-saving benchmarking enterprises and parks, apply for national water efficiency leader enterprises and parks, and gradually establish a three-level water efficiency demonstration and leading system of "water-saving type, water-saving benchmark and water efficiency leader". By 2025, more than 50% of enterprises in key water use industries such as steel, petrochemical and chemical industry will meet the standards of water-saving enterprises, create 120 water-saving benchmarking enterprises and 60 benchmark parks, and select 50 water efficiency leading enterprises and 20 leading parks.
