UNDCP: 18 New Psychoactive Substances, Such As Synthetic Cannabinoids And Flufenone, Are Listed In The Control List

According to the relevant provisions of the regulations on the administration of narcotic drugs and psychotropic substances and the measures for the administration of non pharmaceutical narcotic drugs and psychotropic substances, the Ministry of public security, the National Health Commission and the State Drug Administration have decided to include 18 substances such as synthetic large / hemp / element substances and flutamide in the supplementary list of controlled varieties of non pharmaceutical narcotic drugs and psychotropic substances.

 

1. Synthesis of large / hemp / vegetable substances“ Synthetic substances "refer to substances with the following general chemical structure formula:

 

 

R1 represents substituted or unsubstituted c3-c8 alkyl groups; Substituted or unsubstituted heterocyclic groups containing 1-3 heteroatoms; Substituted or unsubstituted substituted methyl or ethyl groups containing 1-3 heterocyclic groups.

 

R2 stands for hydrogen or methyl or no atom.

 

R3 represents the aryl group of substituted or unsubstituted C6-C10; Substituted or unsubstituted hydrocarbon groups of C3-C10; Substituted or unsubstituted heterocyclic groups containing 1-3 heteroatoms; Substituted or unsubstituted substituted methyl or ethyl groups containing 1-3 heterocyclic groups.

 

R4 stands for hydrogen; Substituted or unsubstituted phenyl; Substituted or unsubstituted benzyl groups.

 

R5 represents substituted or unsubstituted hydrocarbon groups of C3-C10.

 

X stands for N or C.

 

Y stands for N or ch.

 

Z stands for O or NH or no atom.

 

If the above listed substances are found medicine , industrial, scientific research or other legitimate uses, according to the "non pharmaceutical anesthesia" drugs The second paragraph of Article 3 of the measures for the administration of psychotropic drugs shall be adjusted. Synthetic large / hemp / vegetable substances listed in the catalogue of narcotic drugs and psychotropic substances and the supplementary list of controlled varieties of non pharmaceutical narcotic drugs and psychotropic substances shall be controlled according to the original catalogue.
