Small and medium-sized enterprises are the main force of national economic and social development. The number of small and medium-sized enterprises in the textile industry has an absolute dominant position in the industry. It is an important force to expand employment, improve people's livelihood, promote entrepreneurship and innovation, maintain creativity and develop resilience.

In the post epidemic era, the development of the textile industry needs "specialized and new" small and medium-sized enterprises as "stabilizers" to achieve "six guarantees and six guarantees". At the same time, the high quality development of the textile industry can not be separated from the support of the small and medium-sized enterprises with "special expertise".

In June 15th, the Ministry of industry development of the China Federation of textile industry released the list of "specialized and new" small and medium enterprises in the textile industry. 95 textile and garment enterprises in 19 provinces and municipalities in China listed the 11 textile industry chains, such as industrial textiles, textile machinery, home textiles, etc.

It is reported that this is the first batch of list, and the following Industry Development Department of China Textile Industry Federation will also publish the second batch list according to the progress of enterprise reporting and auditing.

According to the relevant person in charge of the Ministry of industry development of the China Federation of textile industry, according to the guiding opinions of the general office of the CPC Central Committee and the general office of the State Council on promoting the healthy development of SMEs, the Ministry of industry and information technology "guiding opinions on promoting the development of small and medium enterprises" with special expertise, the Federation of China textile industry combines China's textile industry with the actual development of the industry. The leadership of the Federation of textile industry has carried out the work of coordinating and organizing professional associations and related units to carry out the requirements and deployment of "specialized and new" small and medium-sized enterprises in the industry.

In April 2019, we began to plan, and worked out the working methods to cultivate the conditions of admission and organize the implementation. In late July, a notice was issued to carry out the declaration of "specialized and special new" small and medium-sized enterprises. From November 2019 to January 2020, the Ministry of industry development went to Shanghai, Jiangsu, Zhejiang, Guangdong, Shaanxi and other places to conduct field visits, and visited more than 30 enterprises.

After February 2020, a sudden new crown outbreak had an impact on the progress of the work. In April, with the mitigation of the national epidemic situation, the first batch of "special new and special" small and medium-sized enterprises' paper-based materials were submitted to the organization. They received formal application materials from 104 enterprises, and finally approved 95 enterprises.

It is reported that the first batch of textile industry "special new and special" small and medium enterprises that have passed the audit have strong innovation ability and creative vitality, and are outstanding among the small and medium enterprises in the industry. The main features of the following aspects are: first, focus on core business, have certain professional production or coordination capabilities; two, fine products, equipment level is better than the general level of the same industry, have a more standardized production management system; three, pay attention to the production and operation of characteristics, and have the characteristics of products, technology, technology, formula, etc. Four, we must pay attention to continuous innovation, and have some innovative input in R & D, manufacturing, marketing, information and other fields, and produce better innovation and demonstration effect.

Next, the China Federation of textile industry will work together with professional associations and related units to focus on the establishment of the textile industry "special new and special" SME network platform, and actively carry out research and research, publicity and release, special forums, exchanges and docking, professional exhibitions, financial services, supply chain, large and medium-sized enterprises development, consultation and other services. We should gradually form a targeted and systematic service system for new and specialized SMEs, and work together with other related industries in the China Textile Association to promote the development of SMEs and the development of high quality industries.
