Lifelong Vocational Skills Training System In Heilongjiang

Recently, the Heilongjiang provincial government issued the "implementation of lifelong vocational skills training system" (hereinafter referred to as the "implementation advice").

The "implementation opinion" has built lifelong vocational skills training system. The main body includes 13 measures in 4 aspects.

In deepening the reform of vocational skills training system and mechanism, the implementation opinion points out that it is necessary to establish a market-oriented socialization development mechanism for vocational skills training, improve the incentive policies and measures for vocational skills training, give full play to the important role of enterprises, vocational colleges and training institutions, innovate the government subsidy mechanism for vocational skills training, and open all vocational skills training projects subsidized by the government to qualified vocational colleges and training institutions, improve the diversified evaluation mechanism of vocational skills, expand the channels for the growth of skilled personnel evaluation, improve the quality evaluation and supervision mechanism of vocational skills training, and improve the quality of training and the efficiency of subsidy funds.

The implementation opinion is clear that the basic skills of vocational skills training should be promoted.

We should strengthen the construction of high skilled personnel training base, master skill studio, professional skills public training base and skill competition training base, build up the basic platform for high quality skills training, establish and improve the linkage mechanism of job seekers, employment enterprises, human resources market and vocational training institutions.
