The Interpretation Of The "12Th Five-Year" Plan Of Textile: Policy Support To Ensure The Realization Of The Goal
The textile industry "12th Five-Year" development plan has been put into practice recently after several rounds of argumentation and modification.
In order to help the industry learn about the spiritual essence of the plan, the reporter interviewed the responsible person of the Ministry of industry and commerce, and answered the main issues of concern in the employment field.
What policy support measures do the country have in order to accomplish the objectives and tasks set forth in the plan?
The Ministry of industry and Commerce: to achieve the goals and key tasks of the 12th Five-Year plan, we need all relevant functional departments and governments at all levels to make joint efforts to coordinate and promote policies and measures, and create a favorable policy environment conducive to the pformation and upgrading of the textile industry.
The plan puts forward six aspects of policies and safeguards, including improving the industrial policy system, giving full play to the role of fiscal and tax policies, making good use of financial support policies, improving the trade environment, strengthening standards work, strengthening raw material protection, and playing the role of trade associations.
For example, the central government has special funds for technological pformation, elimination of backward areas, and development of small and medium-sized enterprises. It will give priority support to key industries and key areas listed in the plan, especially new materials and industrial textiles, energy saving and emission reduction and cleaner production, brand building and information application.
About quality brand building.
The Ministry of finance, the Ministry of Commerce, the people's Bank of China, the General Administration of industry and commerce, the General Administration of quality supervision, inspection and quarantine, and the relevant associations have established a consultation mechanism to jointly promote the main brand building of clothing home textiles. The main tasks are as follows: first, create an external environment conducive to brand building, including a fair and standardized domestic market environment, develop, consume, publicize and protect the social environment of the independent brand; two, establish and improve the public service system, and establish and improve the public service system such as quality inspection, information consultation, foreign exchange, R & D design, brand promotion and designer training, so as to provide support for enterprises to create brand; three, support brand enterprises to enhance their comprehensive strength, enhance their independent innovation capability and independent brand management level, cultivate brand culture, and promote the formation of a number of international brands. The main body of brand building is enterprises, but the role of government departments in promoting the creation of independent brands can not be ignored.
On improving the trade environment.
We should maintain a relatively stable export tax rebate policy, improve import and export management, facilitate customs clearance and foreign exchange management, enrich and develop foreign exchange market products, provide market tools for enterprises to avoid exchange rate risks, and stabilize export share.
Support enterprises to go out, expand international exchanges and cooperation, and speed up the pace of internationalization of China's textile enterprises.
In terms of raw materials protection, we should improve the macro control mechanism of cotton, promote the basic integration of domestic and foreign cotton prices, strengthen the construction of natural fiber raw material base, and promote the industrialization of natural fiber raw materials.
Encourage qualified enterprises to moderately develop raw materials such as ethylene glycol, caprolactam and so on, so as to improve the guarantee ability of chemical fiber raw materials.
