There are more than 1000 enterprises above Designated Size in the leather products industry of Fujian province. The production areas are mainly distributed in Quanzhou, Zhangzhou, Fuzhou and Putian.

In the first half of this year, the provincial people's Congress found that the pollution problem of leather making enterprises is prominent, and environmental protection management is not in place, which has a serious impact on the water environment in the area.

Among the 117 leather tanning enterprises involved in the investigation, 18 were suspected of violating the leather industry's industrial policies, 52 of them violated the EIA system, and 96 had violated three simultaneous systems. 9 of them were idle or not using water pollution treatment facilities without authorization, and 21 of the sewage effluent exceeded designated standards, and 4 of the privately owned underground pipes did not collect any chromium waste in accordance with the regulations.

In July this year, the general office of the provincial government issued a notice to strengthen the pollution prevention and control work in leather industry. It urged to resolutely eliminate backward production capacity, improve the access conditions for leather enterprises, strictly control the total amount of leather production and the total amount of pollutants discharged, promote the use of advanced production technology, enhance the production level of leather enterprises, implement pollution prevention measures, enhance the level of pollution prevention and control of leather enterprises, and strengthen the supervision of leather environment.

According to the duty request, the existing scale of production, with 30 thousand scale sheets / years, will be closed down immediately.

From January 1, 2012 onwards, shutting down production scale of 100 thousand mark / year leather enterprises.

From January 1, 2015 onwards, we will close down the scale of production and scale up below 300 thousand mark / year leather enterprises.

During the pition period, only wet skin and two layers of leather are allowed to be processed.

The existing drum for leather processing 2.8*2.5 m and below will be phased out by January 1, 2012.

The responsibility document also requires that the scale of newly built, expanded or rebuilt leather enterprises must reach 300 thousand mark per year or more, and must be arranged in the leather centralized control area. After discharge, the waste water discharged into the deep sea can not be discharged into rivers, rivers, lakes and reservoirs.

All leather enterprises must adopt cleaner production technology recommended by the state and implement compulsory clean production audit in stages.

At the same time, by the end of this year, the separation and pformation of chromium containing wastewater, sulphur containing wastewater, comprehensive wastewater, domestic sewage and rainwater will be completed. Chromium containing wastewater and sulfide containing waste water must be treated separately before reaching the standard so that they can be discharged into the comprehensive wastewater treatment facilities.

Centralized centralized treatment facilities and standardized central control system should be constructed to ensure discharge standards.

All leather enterprises should be equipped with on-line monitoring equipment for the treatment of chrome containing wastewater, the outlet of the separate treatment facilities, the outlet of the comprehensive wastewater treatment facilities, and the centralized treatment facilities for leather.

It is forbidden to discard leather solid waste or discharge waste water treatment facilities.

Leather enterprises must stay away from residential areas and set up necessary protection distance to prevent odor pollution.

Since next year, the provincial government will check the implementation of the letter of responsibility and inform the results of the examination, which will be an important part of the performance appraisal of leading cadres.
